Basic Payment Scheme Update

The Rural Payments Agency (RPA) has confirmed that the exchange rate for the 2015 BPS claim year was set at £0.73129 per Euro. What does this mean in monetary terms for 2015?

Farmers within a Non Severely Disadvantaged Area (i.e. lowland farms) are expected to receive £181.38 per hectare or £73.40/acre before modulation for the 2015 claim year. This includes the ‘greening’ part of the payment. By way of comparison I table below sets out what the payments have been for the past 3 years:

2015 is the first time that the exchange rate has been set based on the average of the European Central Bank rates set over the month of September as opposed to a set date in the month.

When do you expect to receive payment for 2015?

The payment window officially opens on the 1st of December and the RPA have reported that they are making good progress towards this date and expect to make the ‘majority’ of payments before the end of December 2015 and the ‘vast majority’ of payments before the end of January 2016. We understand that the term ‘majority’ equates to more than 50%.
